Course Social Economics (VVEIM20101)  annotation

The Social Economics course is analyzing general principles and methods to be applied for analysis and assessment of the social economic situation, its problems and effectiveness. It familiarizes with the social economics role in the economy, key levers of social economics management - fiscal and social policy, issue of State's finance, State's revenue and expenditure policy, unemployment, employment, labour market policy, social exclusion, social security and health security, the financing of education, job, its remuneration and efficiency, analysis of socio-economic processes efficiency. 

Aim of course

To provide basic knowledge for students of the principles of social economy and the practical problems of its functioning and abilities to analyze and assess the key issues of social economy.   

Learning outcomes: Student will be able to develop independently competence through lifelong learning; analytical, systematic, critical thinking; analysis and synthesis; objective interpretation; decision making; information search and selection; data collection; individual work technical know-how. Student will know the social economy functioning principles, factors and methods. Student will know how to analyze the main social economic issues. Student will know the system of social economic, it's condition, problems of development and prospects. Student will know the main levers of economic management - fiscal and social policy. 

Basic knowledge and skills required to study this course (if applicable): Mathematics. 

Faculty and course volume in credits: A 6-credit course of study for the Master's degree in the Faculty of Business Management.

Introduction to social economics. The models of modern market economics. The role of State in the modern market economy 

The foundations of the Welfare State: the market efficiency, the market failure and its causes. The public sector in a mixed economy 

Financing the social economy. The system of State finance, the principles of State budget formulation and management, the structure of State budget (revenues, expenditures) and distribution 

Fiscal policy, its principles and implementation. State finance, the conception of budget 

Payments and its regulation. Minimum wage, the principles of its determination and opportunities of its differentiation

Poverty, its causes, measurement and its reduction measures

Employment and unemployment. The system of indicators describing labour market

The active labour market measures, its types, social economic efficiency

The main structural elements of the Lithuanian social security system and its characteristics

Welfare indicators. The efficiency and management of social economic process

The object of social economics, its specificity. The identification of social economics problems. The public sector in the mixed economy. Efficient use of resources in the economy 

The structural policy of Lithuanian economy. The analysis of structural changes in Lithuanian economy. The opportunities and characteristics of State regulation in Lithuanian economic 

Financing the social economy. The system of State finance, the structure of State budget (revenues, expenditures) and distribution

Organization and financing of the social security system. The social insurance financing problems. Organization and financing problems of the social support 

Household’s income, income inequality, poverty. Employment and unemployment. The labor marker policy 

Analysis of education and training systems and the evolution of the economic situation. Financing problems in the education system. Analysis of the health system and economic development of the State. Health insurance and financing problems 

The efficiency of social economic processes. The indicators systems of social economic, the human development index calculation methodology

Upon completion of the course with a positive assessment, a Certificate of Completion will be issued, which is transferable to any higher education institution. Upon completion of the course module without a final assessment, a certificate of completion of the course is issued.
